The Advance Placement Scheme (APS) is an MOM-approved pilot program allowing selected employment agencies to bring migrant domestic workers (MDWs) to Singapore without pre-arranged employers. Since the MDWs are already in Singapore, employers can conduct face-to-face interviews, ensuring a better match and faster hiring. Eligibility for Hiring a Helper Under APS in Singapore

To qualify and hire a helper under the Advance Placement Scheme (APS), your household must meet the following criteria for the Concessionary MOM Levy:

1. Live with a Singaporean citizen who is:

  • A young child below 16 years old.
  • An elderly person aged at least 67 years.
  • A person with disabilities (PWD) certified by a Singapore-registered doctor to require assistance with at least 1 activity of daily living (ADL), such as showering, feeding, dressing, or toileting.

2. If you or your spouse is a Singapore citizen, you can also enjoy levy concession if:

  • Your parent, parent-in-law, grandparent, or grandparent-in-law is a Singapore permanent resident.
  • They are at least 67 years old.
  • They stay with you.

Remember: Levy concession for 1 helper is granted based on 1 eligible person in the household, with a cap of 2 helpers per household.
